The Housing Authority of Bergen County provides housing opportunities for low income families and older adults. Our main emphasis is the efficient management and maintenance of our affordable housing units and rental assistance programs. Almost all of the Authority’s programs and activities are funded by the United States Department of Housing and Urban Development. In addition to senior, disabled and family affordable housing developments, the HABC also administers the largest Section 8 Housing Choice Voucher rental assistance program in Bergen County. This tenant based form of subsidy is targeted to assist the County’s most vulnerable populations: low income families, seniors, the disabled and those that are homeless or at-risk of homelessness.

Bergen County created this program to assist families struggling to save for down payments on housing. The program works in partnership with local banks to defer pay back mortgage financing for qualified first-time homebuyers. This program also provides a 0% deferred second mortgage. Each family will spend different amounts on the purchase of a home, with several factors being taken into consideration such as credit history, debt, down payment, and closing cost amounts.

The Family Promise Bridge Network is a program offering temporary shelter and support to working families with children who are experiencing homelessness. Once a family is safely sheltered, immense pressure is lifted. With the ongoing support and guidance of Family Promise staff, families can set goals and commit to overcoming obstacles to self-sufficiency. Services are tailored to each individual family, offering opportunities for personal, financial, and career growth. Financial assistance is provided to eligible families for educational advancement, job training, childcare, and transportation as it relates to employment. Case Management is a key element of this program. All families also participate in a mandatory savings plan, empowerment workshops, and financial education classes which include individualized coaching.

Consists of 3 basic types of housing programs for young people in NJ who are ages 18-21 years. Services are available to those who are either homeless, at risk for homelessness, or for a youth aging out of the child welfare system. These programs include:
Supervises Transitional Living Program (STLP): Provides housing and other resources to those 18-21 years of age, and can stay in this program for up to 24 months. This program helps with daily living skills, as well as employment, education, and finding long-term housing
Transitional Living Program (TLP): Provides semi-supervised housing and other resources to youths ages 18-21. Length of program varies, and this program also helps participants develop daily living skills, employment, education, as well as find long term stable housing
Permanent Supportive Housing (PSH): Provides housing with voluntary services to youths ages 18-21. There is no limit to how long one can stay in this program. However, youths in this program must pay some sort of their income towards rent (less than 30%)

The Bergen County Division of Family Guidance provides clinical, residential, educational, correctional, case management, and monitoring services to at-risk children, adolescents, and families, particularly those who are otherwise unable to receive needed services. Services include:
Bergen’s Place Youth Shelter: A state licensed residential crisis and homeless shelter for youth ages 11 through 17. Runaway, homeless, and at-risk youth may access the program on a walk-in or referral basis 24 hours a day, 365 days a year. The program addresses youths’ immediate needs, including food, clothing, health, and mental wellbeing. Bergen’s Place is a safe and welcoming environment for LGBTQ youth.
VISIONS: A transitional living program that provides a residence for young people who lack the skills to live completely independently in the community. The program serves a population of 16½ to 21 year old residents who have no place else to live. In addition to a residence, clients are provided with academic, psychological, and vocational support.
Shelter-Plus Care: A permanent supportive housing program that provides HUD housing vouchers and support services to assist young Bergen County residents between the ages of 18 and 21 in acquiring sustainable housing and functioning in an independent living setting. Shelter Plus Care is a collaboration between the Housing Authority of Bergen County, which determines eligibility and administers the vouchers, and the Bergen County Division of Family Guidance, which provides ongoing case management services.

The Fair Housing Council ensures that all who seek housing have an equal opportunity to rent, purchase, finance or insure the property they choose. Fair housing means that you may freely choose a place of residence without regard to your race, religion, color, sex, national origin or because you are disabled or have children in your family. It is your right to be treated in an equal and non-discriminatory manner. The Council has successfully handled thousands of complaints along with 800 new clients per year and 3,000 ongoing cases annually. If you suspect that housing discrimination has occurred, contact the Fair Housing Council immediately. The Fair Housing Council works closely with government agencies at all levels and with private attorneys to ensure that fair housing laws are vigorously enforced.
Home Improvement Program (HIP)

The Bergen County Home Improvement Program (Get HIP!) provides resources to rehabilitate existing one and two-family housing. No monthly payment, interest-free loans of up to $17,500 for single-family home/condo interiors and up to $25,000 for two-family homes. Payback of the loan is due only when the home is sold or the title is changed and there are no additional fees.

Specialists have access to a resource database of over 7,600 community programs and services that assist people who need help with life’s most basic needs, like food, utilities, affordable housing, rental assistance, mental and physical health, substance use disorders, child care, senior needs, legal assistance, transportation, disability services and so much more.
